About GQ

The pipeline for public leadership.

GQ demystifies how government actually works, mapping the unwritten rules, pathways of influence, and friction points where good ideas fail.

The Challenge

The governance challenge is not a talent problem. It is a pipeline problem.

Across the world — inside and outside government — there are exceptional individuals with the intelligence, discipline, and heart to serve.

The issue is simple: there is no clear, structured pathway to navigate and succeed in public service.

GQ was founded to change that.

Not by replacing those within government, but by strengthening them — and opening the door for others to serve with impact.

We call this the Government Quotient: the ability to combine technical excellence with bureaucratic fluency.

GQ demystifies how government actually works — mapping the unwritten rules, the pathways of influence, and the friction points where good ideas fail.

GQ is a government intelligence ecosystem — building the pipeline from potential to public leadership through assessment, certification, and convening.

For those already serving — this is your upgrade.

For those called to serve — this is your pathway.

The GQ Framework

The Five Dimensions of GQ

Alongside IQ, EQ, SQ, and AQ, GQ is the fifth quotient. The one they never taught. Each dimension is specific, learnable, and measurable.

I

IF

Institutional Fluency

The ability to read, navigate, and operate within formal institutional structures. This means understanding procurement law, civil service dynamics, budget cycles, and the unwritten protocols that determine who gets what in government. Amateurs fight the bureaucracy; effective operators use its momentum to move outcomes forward.

II

PN

Power Navigation

Formal authority rarely matches informal power. This dimension measures the capacity to map stakeholders, identify the true veto-players in a system, and move levers without having direct command over them. Cabinet reshuffles, legislative coalitions, and regulatory decisions all flow through informal channels that GQ makes legible.

III

CA

Coalition Architecture

In the public sector, nothing consequential gets done alone. Coalition Architecture assesses your ability to find alignment between adversaries, build consensus across divergent interests, and hold alliances together under the sustained pressure of political opposition and institutional friction.

IV

PJ

Policy Judgment

Every intervention has unintended consequences. Policy Judgment is the ability to anticipate second and third-order effects, navigate trade-offs, and design interventions that survive contact with reality. It demands reasoning under constraint, with incomplete information, and under time pressure that the private sector rarely replicates.

V

PL

Public Legitimacy

The mandate to lead is fragile. Public Legitimacy measures the capacity to communicate narrative at scale, maintain institutional trust during crises, and anchor difficult decisions in public value. This is emotional intelligence at the population level, distinct from interpersonal EQ and far more complex to sustain.

Kamil Olufowobi

Kamil Olufowobi founded MIPAD as a global platform for recognising and mobilising the influence of people of African descent. In alignment with the United Nations International Decade for People of African Descent, MIPAD identifies, celebrates, and connects the most consequential individuals of African heritage across 120 countries.

GQ is the natural extension of that mission — not just recognising influence, but building the infrastructure through which that influence becomes government capacity.

“We cannot continue to complain about the state of our nations while the best among us remain in the private sector, intimidated by the public sector's complexity. GQ is the bridge.”

What GQ Is Not

Practical intelligence, not theatre.

Not a development NGO

A credentialing and convening ecosystem

Not another anti-corruption lecture

A practical intelligence framework

Not restricted to the public sector

Designed for those approaching government from outside it

Not aspirational — measurable

Every GQ score is a diagnostic, not a personality type
