The Five Dimensions of GQ
Alongside IQ, EQ, SQ, and AQ, GQ is the fifth quotient. The one they never taught. Each dimension is specific, learnable, and measurable.

Institutional Fluency
The ability to read, navigate, and operate within formal institutional structures. This means understanding procurement law, civil service dynamics, budget cycles, and the unwritten protocols that determine who gets what in government. Amateurs fight the bureaucracy; effective operators use its momentum to move outcomes forward.

Power Navigation
Formal authority rarely matches informal power. This dimension measures the capacity to map stakeholders, identify the true veto-players in a system, and move levers without having direct command over them. Cabinet reshuffles, legislative coalitions, and regulatory decisions all flow through informal channels that GQ makes legible.

Coalition Architecture
In the public sector, nothing consequential gets done alone. Coalition Architecture assesses your ability to find alignment between adversaries, build consensus across divergent interests, and hold alliances together under the sustained pressure of political opposition and institutional friction.

Every intervention has unintended consequences. Policy Judgment is the ability to anticipate second and third-order effects, navigate trade-offs, and design interventions that survive contact with reality. It demands reasoning under constraint, with incomplete information, and under time pressure that the private sector rarely replicates.

The mandate to lead is fragile. Public Legitimacy measures the capacity to communicate narrative at scale, maintain institutional trust during crises, and anchor difficult decisions in public value. This is emotional intelligence at the population level, distinct from interpersonal EQ and far more complex to sustain.

Kamil Olufowobi founded MIPAD as a global platform for recognising and mobilising the influence of people of African descent. In alignment with the United Nations International Decade for People of African Descent, MIPAD identifies, celebrates, and connects the most consequential individuals of African heritage across 120 countries.
GQ is the natural extension of that mission — not just recognising influence, but building the infrastructure through which that influence becomes government capacity.
